The OAS chose Minister of Foreign Relations Eduardo Latorre to be permanent secretary of the special mission of the Organization of American States in charge of promoting the strengthening of democratic institutions in Peru, according to an OAS announcement. Latorre will leave for Peru upon finishing his term as Minister with the Fernández government on 16 August. Latorre will represent the heads of the OAS special mission, Minister of Foreign Relations of Canada, Lloyd Axworthy and Secretary General of the OAS, Cesar Gaviria in Peru. Latorre feels his appointment is recognition to the foreign policy of the Dominican Republic during the Fernandez administration. "We are very pleased with this appointment. We feel it is a recognition to the democratic advances of the DR in recent years and to the participatory foreign policy of the government of President Leonel Fernández," he said.
