Less than a day after her inaugural as Vice-President, Milagros Ortiz Bosch took over as Secretary of Education. She arrived at the Education ministry at 11:00 and was greeted by around of applause from staff as well as PRD Party faithful who were already clogging the building lobby in pursuit of jobs. Outgoing Secretary, Ligia Amado Melo welcomed her to the Secretary?s office. The Vice-President?s only constitutional role is to discharge presidential functions in the absence of the President. The concurrent appointment to a cabinet post, though unusual, is not unprecedented. Carlos Morales Troncoso, Vice president for two of Joaquin Balaguer?s terms, headed the State Sugar Council and served as ambassador in Washington.
