President Hipólito Mejía placed under the newly created Ministry of Environment all equipment and personnel of the Plan Nacional Quisqueya Verde. The Quisqueya Verde program was a very successful reforestation effort directed by former Vice President Jaime David Fernandez Mirabal. The program converted rural inhabitants that had been destroying forests into planters of trees by paying them to plant and not cut down trees.
