According to the president of the Senate, Ramón Alburquerque, President Hipólito Mejía promised to prepare a bill incorporating the contents of Decree 618-00 by which the Mejía administration had authorized unionized taxi drivers the import of duty-free vehicles for transport and cargo transporters a reduction in tariffs on new trucks down to 8%. The President promised the president of the Senate to write up the bill that would amend his error in decreeing the tax reduction. The Senate president said that the decree had violated Article 110 of the Constitution that says that tax exemptions or the reduction of these cannot be granted to individuals. The directive that favors unionized transport was openly criticized because it was creating irritating privileges for only a few.
