Technical Secretary of the Presidency, Rafael Calderon announced that President Mejia has chosen that development councils on national, sectarian, regional, provincial and municipal levels will be the organization units that help plan how the national budget will be distributed nationwide. Decree 685-00 creates the new organizations, that will be made up by government institutions, and 30% of the members will be from organized private social groups. The new groups will be part of what will be known as the National Economic, Social and Administrative Planning System. The new organizations are: Comité Nacional de Desarrollo Consejos Sectoriales de Desarrolllo Oficinas Sectoriales de Programación Oficinas Institucionales de Programación Consejos Regionales de Desarrollo Asambleas Regionales Consultivas Oficinas Regionales de Programación Consejos Provinciales de Desarrollo Consejo Municipales de Desarrollo
