El Siglo reports the Junta Central Electoral, the government body in charge of organizing presidential, municipal and congressional elections in the DR, has sent the ruling that would allow expatriates to vote abroad to political parties for their study. The JCE hopes the new ruling will be in place in time for the 2004 presidential election. The Junta Central Electoral says that residents abroad will be required to register to vote at the offices that will be opened in Dominican missions abroad. To do so they will need an up to date "cedula"-voting card. Citizens may register to vote either at the consulates or embassies or by using the Internet page of the JCE. Those that have acquired another citizenship will be able to vote, not so those that have served in the military of a foreign country. Those that accept government posts in foreign governments, need to request permission to do so to not lose their right to vote.
