New decree alters time change hour

The introduction of daylight savings time, scheduled for next Sunday, will be advanced by 22 hours, due to a modification of the original decree issued last month. The change responds to concerns expressed by local telecommunications companies about the difficulties of adapting their computers precisely at the stroke of midnight. Accordingly, a new presidential decree issued yesterday provides that the change will take place at 2:00 on Sunday. An event that many insist has been inadequately explained, and which has occasioned widespread confusion, became a little more confusing.  The measure?s justification is grounded in the desire to save energy, and fuel, and to facilitate commercial contacts with North America. Nevertheless, some have argued that an additional hour of evening darkness will, instead, lead to more energy consumption.
