A survey conducted among electrical energy customers revealed that 82% consider current per kilowatt charges "unfair. The Public Relations Office of the Superintendent of Electricity conducted the survey that also revealed that 99% believe that the government should create an office to regulate the energy system. The survey, which was conducted over four consecutive days last month, interviewed 1,000 electric customers in twenty neighborhoods of Santo Domingo. The DR,s monolithic energy system was privatized last year, creating a complex production and distribution system that has provoked loud outcries over alleged abuses. Manuel Matos, head of the Superintendent,s Complaints, Office, said that complaints have reached such a level that the distribution companies are unable to respond. Similarly, according to Matos, his office has been swamped with complaints which staff limitations make it impossible to attend to. Next year,s budget will allow for an increase in personnel, including inspectors posted to the commercial offices of the distributors.
