In an unusual gesture, President Hipolito Mejia personally delivered his tax proposals to Congress. The Chief Executive first went to the Senate chamber where he sat beside the Senate President, and later visited the Chamber of Deputies, where he was seated beside that body,s President. His Legal Counsel, Guido Gomez Masara, who actually handed the legislation to the clerks of the two houses, accompanied Mejia. To the senators, Mejia said, "I come here with humility, a faith in democracy, and the conviction that the President of the Republic does not own the country. Mejia brought to the legislature a package of five broad proposals titled "Economic Reorganization Plan. Three of these – the Tax Reform Law, the Real Estate Taxation Law, and a bill to remove or modify twelve other items of tax legislation -was presented to the Senate. On the visiting the lower house, Mejia delivered bills concerning the taxation of games of chance and other forms of gambling, and a bill that modifies the inheritance tax. Mejia told the Chamber that I have wanted to demonstrate respect for the Deputies and for all that symbolizes a bicameral legislature, and in the future I hope to continue to maintain the same attitude. The President exhorted the legislators to rise above partisan interests, and act in favor of the people.
