Engineer Roque Napoleón Muñoz said that he would not rejoin the Pan Am Games 2003 organizing committee. He resigned when the site of the Pan Am Games athletes village was changed. He said that organization needs a total change. He said it has spent RD$27 millions and has nothing to show for the expenditures. He resigned in May. "I am not going to be an accomplice of that," he told Hoy newspaper. He is the local representative before the International Olympic Committee. He said he would travel to Switzerland where he would meet with Mario Vasquez Raña, president of the Panamerican Sports Organization during an IOC activity.
