Victor Mendez, Governor of Santiago, has banned the sale of alcoholic beverages and the playing of loud music in the vicinity of the Monumento Heroes de la Restauracion in Santiago de los Caballeros, the second largest city in the DR. The Monument, located on the top of a hill overlooking the city of nearly one million, had been turned into a madhouse according to those who live in the area.
