Power bill moves in Congress

The Chamber of Deputies passed the Electricity Bill with modifications. The bill thus now returns to the Senate where the changes will be studied. The bill was deposited in the National Congress on 22 May 1993 and is still being debated, with the interested parties lobbying for advantages. Listin Diario reports that among the modifications is one whereby the Executive Branch is in charge of revising the contracts over a period of six months to ensure these adhere to the laws. The deputies also agreed to extend the term of the distributor and generator contracts to 40 years, up from 30 years as contemplated in an earlier bill. Likewise distributors can generate power, as long as their capacity does not exceed 15% of the total system capacity. This could give Union Fenosa the possibility of generating almost a third of the total system capacity as that company has two distributors, Edesur and Edenorte.
