It was too good to be true. Now the Central Electoral Junta has ruled that electoral districts will not apply for the 2002 municipal election. Only for the electing of the congressional election of deputies. The JCE says there is only time to instate the system whereby voters can choose their candidates, not being subject to the order in which the political parties are listing them. The JCE disregarded a protest to this end made by Participación Ciudadana, a civil society group.
