President Hipolito Mejia has described as foolish (disparate) the opinion of economist Ricardo French Davis of the Economic Commission for Latin America and the Caribbean (CEPAL). Davis says countries should only resort to sovereign bond placements in cases of life or death. On Thursday, chief economist of the World Bank Guillermo Perry also said that the timing was not right for issuing the bonds. President Mejia said that if Congress passes the bill allowing the government to issue the bonds, he will go to the capital market when he wants and when he considers the timing right. Countless local economists have also opposed the issuing of the bonds.
