Andres Aybar Baez, president of the American Chamber of Commerce, expressed his concern over the number of short-term loans at high interest rates the government is contracting. He questioned the prudence of increased spending and borrowing at a time when the global economy is weakening. And he said that this borrowing is not necessary. He advocated that what the state really needs is fiscal discipline and a more limited role for the state. He says the state should be a regulator and mediator, an employer of last resort, but definitely not a competitor to private business.
