Money spent before the loan was passed

President of the Senate Ramon Alburquerque admits that the US$10 million the Dominican government borrowed from the Spanish company Riogersa for the purchase of vehicles for the Air Force and equipment for the Ramon de Lara Military Hospital was passed in yesterday’s borrowing package to balance off money that had already been spent. Alburquerque told El Caribe newspaper that the equipment had arrived months ago and the vehicles have even participated in military parades. He said it was not the right way, but it was done. Alburquerque said one of the government’s justifications to execute loans for the military and then send them to Congress is that military matters are handled differently, not subject to study or questioning.
