Foreign source funds distributed slowly

The expansion of the military and a bulging government payroll seem to have cut into the funding available to access matching funds that would make it possible to distribute loans from multilateral lending institutions. El Siglo reports that the government income has fallen short not only because of lower-than-expected tax revenues but also because it can’t access foreign sources of funding. The government had budgeted RD$3.8 billion in disbursements for soft loans and donations from abroad. Up to July, it should have received RD$2.2 billion. So far it has only disbursed RD$750 million, or 20% of the amount.
