Understanding the tender for Dominicana

An article in El Caribe newspaper today explains why the Listin Diario reported earlier this month that Aeropostal was the winner of a tender to operate Dominicana Airlines. The reason: Aeropostal was the only company that the Commission for the Reform of Public Enterprise (CREP) had pre-qualified to participate in the tender.
The president of the Association of National Airlines, Amin Canaan Gomez, described the way the CREP has handled the tender as “very dark.” He urged the government to avoid repeating errors of the past in regards to privatization of state companies.
“The mere fact that only one company pre-qualified limits the state in getting a better offer,” said Canaan.
He commented that given the new developments, the timing is particularly bad to find a better partner for the airline. The tender for the sale of Dominicana Airlines is to be held today. (19 September 2001)
