The Supreme Court will hear arguments on the constitutionality of the recent amendments made to the Electoral Law. The appeal is now in the hands of the Chief Justice, Jorge Subero Isa. The recent changes came about during a National Dialogue, which had been called to solve a political crisis over the partisanship of judges sitting on the Central Electoral Board, the government body in charge of organizing the presidential, congressional and municipal elections. Law 02-2003 established that the panel of seven judges be increased to nine, with an electoral court divided into two general areas: one for critical electoral cases, such as frauds, and the other to deal with administrative problems, such as voter lists and polling stations.
