In his State of the Union address to Congress, President George W. Bush forgot all about Latin America, except in one very important sector. Bush announced that he would ask Congress for US$15 billion to fight AIDS in Africa ?and in the Caribbean.? This important sum of money could go a long way in countries like the Dominican Republic and Haiti, both with large populations of HIV/AIDS victims. An encouraging note was Bush?s mention that the yearly cost of medicine for an AIDS patient had dropped from US$12,000 to only US$300.
