Both the Diario Libre and the Listin Diario are headlining the push to get terms of life imprisonment passed by Congress. Diario Libre says that the Judiciary Commission of the Senate has said it would report to the full Senate next week and promised that the new Penal Code would be a reality this month before the end of the special session called by President Mejia. Article 42 of the new code will establish sentences of "perpetual imprisonment", followed by lesser terms of 40 years and the present maximum sentence of 30 years incarceration. The article also specifies that the ÒminimumÓ sentence for criminal acts (as opposed to civil suits) is to be 10 years. According to the Listin Diario, the new articles of the penal code were the work of Jesus Vasquez Martinez (PRD-Maria Trinidad Sanchez), and are designed to punish the crimes of murder, kidnapping, assault with intent and terrorism. Citing the recent murders of Gladys Tavarez de Macarrulla and Lizabetta Santana, PLD leader Jose Tomas Perez said he favored the legislation.
