Foreign Minister of the Dominican Republic Hugo Tolentino Dipp told the Corripio Communications Group that the Dominican Republic can no longer hold out against the flood of Haitian immigrants. Tolentino said that the current legislation governing such matters dates back to 1939 and is ineffective to stop the ?massive and indiscriminate migration of Haitians?. According to the minister, there are approximately one million Haitians in the Dominican Republic, who come and go with relative ease. He says this is due to agents on both sides of the frontier who are working in concert to allow the illegal migration to continue. The complicity between border-crossing agents is such that it extends to the business sector as well. Said Tolentino, ?When they say that they have seized two truckloads of merchandise, that is because seven have passed through. How is this possible?? In his remarks to reporters at the luncheon, Hugo Tolentino Dipp asked that action be taken as quickly as possible on the Immigration Bill that has been sent to Congress. He says that this is not an anti-Haitian legislation, but rather legislation that would allow the foreign ministry to establish appropriate conventions with Haiti. He emphasized, finally, that the illegal contracting of Haitians must not be permitted in any form.
