Dominica or Dominican Republic?

The tiny isle of Dominica, the Windward Island so small it would fit inside many Dominican provinces, is often confused with the Dominican Republic. In fact, even early editions of Encarta, the Microsoft CD Atlas, confused the two nations. Now it seems that Dominicans have found that Dominica is a good place to begin a trip to the United States or to Puerto Rico. According to a front-page story in today?s El Caribe, Dominica is now a major bridge for illegal immigrants from Haiti and the Dominican Republic and a refuge for traffickers of human beings. Authorities from Dominica have confirmed its use as a base for human contraband. According to Cyril Carrete, the Superintendent of Police in Dominica, traffickers locate people in Haiti and the DR, hire charter aircraft to fly them to Dominica and then make the arrangements to ship them off to Guadalupe, St. Croix, St. Martin or St. Thomas. The aircraft and the arrivals are all legal. Previously, charters loaded with Haitians and Dominicans were denied landing rights and turned back, but both Hait? and the Dominican Republic complained that Dominica was interfering with the ?right to free travel? of its citizens, and so the practice was dropped. Now, armed with a return ticket, a few dollars and the address of someone on the island, they are legally permitted to enter Dominica. A recent report by the International Organization on Migrations says that the migration flows from Latin America have substituted the traditional European and Asiatic flows to countries like Argentina, Brazil and Venezuela. The DR is cited as the second country of the Caribbean with the most immigrants in the United States and the first country as a receiver of immigrants from Haiti.
