Ley de Lemas increases possibility of fraud

According to former JCE president Cesar Estrella Sadhala, the proposed “Ley de Lemas” would make electoral fraud easier because a party fielding several candidates would have several delegates representing each candidate at each voting station. Estrella Sadhala said that the proposed law, also known as the Preferential Presidential Vote, could mean multiple voting for all candidates of the same party, leading to what he called “very difficult situations.” He calculated that with two delegates per candidate at each electoral college, the number of potentially fraudulent votes cast could amount to 300,000. The former judge was speaking at a seminar on the implications of electoral reform at the Ibero-American University (UNIBE) yesterday. The controversial law is currently being discussed by a Senate committee.
