Rebels occupy Cap-Haitien

True to their announced plan of action, Haitian rebels under Guy Philippe took the strategic coastal city of Cap-Haitien, where the Listin Diario reports that nine people died in the fighting. The 200-strong rebel forces met with little resistance from the local police. At the same time, rebel forces blocked the shared border on the Haitian side in an attempt to prevent officials from the Aristide government from seeking safety in the DR.
