Soto Jimenez rebuffs refugee camps

Armed Forces Minister Lt. General Jose Miguel Soto Jimenez told reporters that the Dominican Republic does not have the infrastructure to support refugee camps for Haitians fleeing the chaos in their country. The general referred to the “famous Plan Exodus” that would have created refugee camps in the country, but which was replaced some years ago by the “Plan Gavion,” which contemplates a no-admittance policy of refugees onto Dominican soil. Soto said that if international organizations want to help the Haitian people, “let them do it on their own territory.” Soto Jimenez said it was laughable that people would think the Haitian insurgents would arm themselves in the Dominican Republic when “everyone knows that if you want cheap weapons you just have to go to Juana Mendez and buy them.”
