Dominican Ambassador in Washington, D.C. Hugo Guiliani Cury, as reported in El Caribe, feels that Haiti has a greater need for support in rebuilding its institutions and economy than it does troops. Guiliani Cury rejected that Dominican territory be used for Haitian refugee camps. He said the international community has a new opportunity to help Haiti avoid the errors of the past – that is the error of sending troops but not rebuilding the Haitian economy. He urged the need to assist Haiti with the construction of highways, streets, schools, hospitals and aqueducts. “Haiti needs to be helped to form its institutions and improve its educational system, so that it can incorporate itself to the modern world,” he said to CNN. Guiliani also stressed that granting Haiti preferential access to the US markets, would help spur on economic development.
