Judge Nelson Gomez, president of the Administrative Chamber of the Central Electoral Board (JCE), said that an additional 1.4 million ballots will be used for educational and training purposes and will not be the same as the actual voting ballots. He said 720,000 of the dummy ballots are to be distributed among the political parties and another 680,000 for use in the trial elections scheduled for 17-18 April. Gomez said the JCE would distribute 5.6 million ballots to the 12,391 voting stations located nationwide. There are 5,020,000 voters registered. Judge Gomez made the statement after the civic society group Participacion Ciudadana had demanded an explanation for the order to print 2 million more ballots than registered voters.
