Electoral Law establishes that the Central Electoral Board (JCE) must replace voting cards until 14 May. The JCE now says, however, they have a shortage of plastic. Opposition party representatives have expressed concern that any citizen who may be encouraged to sell his voting card (cedula) to PPH activists will not be able to get another one in time for the election date of 16 May.
El Caribe newspaper today highlights the two prime concerns for the JCE: the lack of material to reissue voting cards and an audit that shows the JCE’s computerized voting database is very vulnerable and lacks adequate controls.
