In El Cafe, a barrio of Herrera, torrential rains caused a mudslide that killed a man as it crushed the house he was visiting. Fausto Medina Medina, a father of five, was killed at 1pm while visiting the home of his brother. According to Vice Admiral Radhames Lora Salcedo, the head of the National Emergency Commission (CNE), the buildings at El Cafe are vulnerable to mudslides due to their location and the fact they are not built to withstand this type of pressure. Nearby rivers and streams were overflowing their banks and the CNE director was preparing to evacuate the area. In the rest of the city, the major intersections of Kennedy and Abraham Lincoln, and Winston Churchill were flooded, as was the length of George Washington Avenue and many other streets. In the poorest areas, such as Hoyo de Chulin and Sabana Perdida, flooding was more serious.
