The president of the city government of Santo Domingo East, Francisco Elias Sosa, said that the city council strongly opposes the Ministry of Public Works? intention of installing a toll booth at Carretera Mella near San Luis. At the moment, the Carretera Mella is an alternate, toll-free route that connects Santo Domingo and the eastern provinces. Sosa says the central authorities are ignoring the municipal authorities as they have not requested the appropriate permits as established by the law. ?We cannot permit that a toll booth be installed in our municipality? Our citizens cannot pay to use roads that are within their own municipality,? said Sosa, adding that their main objection is the site that has been chosen by the ministry. Sosa argued that those living in the community will have to pay move about within the community. If the toll is set up at the chosen site, ?even the dead will have to pay tolls,? said the official, as to access the area?s cemetery the toll booth would have to be crossed.
