Former District Attorney Francisco Dominguez Brito said during a panel held to discuss legal matters yesterday at the Gran Hotel Lina that the past four years have been a setback for judicial matters. He attributed the increase in delinquency to the scandalous pardoning of 4,000 sentenced convicts being held in Dominican jails. He said that the incoming government of President-elect Leonel Fernandez now faces the challenge to point judicial process on the right course and resume the pending agenda. Dominguez Brito said there is a need for a more agile, efficient, transparent, and less corrupt justice system that respects human rights. He says there has been an institutional setback and moral deterioration, and that most of those who received pardons should still be in jail. According to the former district attorney, President Mejia has released 20% of the jail population. ?I suspect that many of the serious crimes we hear of today, especially robberies and delinquency in the barrios, are due in great measure to the fact they have released many people who should be in jail,? he stated. ?I say these were four lost years because the agility that the judicial reform imparted has been lost, and we have seen that the spirit of that reform no longer exists and we have observed great scandals at all levels,? he said, specifically mentioning the case of the scandal-ridden Plan Renove for public transport.
