Santiago de los Caballeros caught the backlash of a tropical low over Haiti that dumped torrential rainfall on the city and the surrounding countryside yesterday afternoon. La Infornacion newspaper reports that at least one person is missing and two more reported injured in the events directly related to the rainstorm, which neared tornado proportions. Every major thoroughfare in the city was flooded, and traffic at a standstill for hours. Electric and telephone lines were ripped out and some of the roofs in the ?barrios? were torn off. Flash flooding took one person whose name has not been released to the public. Civil Defense officials said that one man was hurt when a wind-blown sign fell on him during the storm. In the area of the Villa Olimpica, a mudslide took down a wall and trapped a little girl, who later escaped unharmed. The major roadways and avenues, such as the 27 de Febrero, the Juan Pablo Duarte and the Estrella Sadhala were all victims of flooding. Santiago does not have a water drainage system apart from the sewer system that overflows during these events. The Red Cross, Civil Defense and the Fire Department were following events closely, especially along the Luperon Touristic Highway that is especially susceptible to landslides. Hoy newspapers reports that more than 200 families were affected by water damage. The violent winds frightened one lady so much that she threw herself from a second story window. Wet brakes caused another incident that hurt a motoconcho driver on the Bartolome Colon.
