While it appears that everyone wants a tax reform, they only want the one that suits their independent interests. El Caribe points out that the VAT tax (called ITBIS) has been one of the most debated themes of the current discussions. ANJE wants a wider tax base and a lower tax, but the Homemakers? Association opposes such a measure ?categorically.? The Industrial Association of Federations (FAI) joins the ANJE in opposing Presidential discretion in the application of the tax, while the Leon Jimenes Group favors the unification of the tax at 16% for 2004 and 2005, with a gradual lowering of the tax over the following years. The hotel association (ASONAHORES) wants the tax for just one year. Certain items like beer, rum and cigarettes are fair to tax, say the major industrialists, but they do not want any indexing of the tax rate. Banks, publicity agencies, television stations and public relations firms are very much against taxes that directly affect their work. Builders and real estate operations are unhappy with provisos that tax rental income or real estate. And the phone companies are not so happy with the proposed 10% tax on phone service that would be tacked onto the 16% VAT.
