Economist Vicente Bengoa of the PLD transitional team said that according to the tax reform proposal submitted to the Congress by the PLD, neither credit card transactions nor workers retrieving their wages by way of automatic teller machines would be taxed. Nevertheless, reports Hoy newspaper, Bengoa admitted that the transactions carried out by companies using ATMs to pay their employees would be assessed a surcharge. Bengoa justified this measure by saying that the tax would be paid by the companies, not the employees. ?What is being taxed is the transfer from the company or institution that is making the wage payment, which is to be paid by the company,? he said. He similarly clarified that the fiscal reform package would not tax clients of banks with checking or savings accounts wishing to obtain cash by using their debit cards.
