President Leonel Fernandez signed the Electoral Law yesterday. The President had said he would veto the bill, but revoked his decision. Electoral Law 78-05 (modifying Law 275-97) sets new guidelines for distributing taxpayer money to support political parties and establishes that funds will be allotted equally to all parties obtaining at least 5% of the electoral vote. In the past, funds were allotted depending on the number of votes obtained in the most recent election. Under the old ruling, the ruling party would have received most of the funding, after having obtained 57% of the vote in the May 2004 election, compared to 33% for the PRD and 8% for the PRSC. The opposition is majority in Congress and urged this majority to change the funds distribution.
