Dominican President Leonel Fernandez attended the opening session of the International Summit on Democracy, Terrorism and Security in Madrid, Spain. The occasion marked the first year’s anniversary of the bombing of the Madrid train system by Moroccan terrorists. Fernandez, a founding member of the Madrid Club, will be in Spain from 8-11 March. More than 50 former heads of state or heads of government have gathered to discuss such items as the financing of terrorism, how to confront terrorism and what are the religious, psychological, cultural motivations of terrorism.
