Former President Hipolito Mejia has justified the distribution of attractively priced greenhouses to officers in his government as a policy to stimulate agriculture. He equated the policy to the distribution of apartments and houses to government officers and those with political influence in previous administrations. He mentioned that the incentives provided for the greenhouses is the equivalent of granting tax incentives to hotels.
