In what to some observers is a legacy of President Fernandez’ schooling in New York City, the National Dialogue process and its coordinator, Monsignor Agripino Nunez Collado are proposing that the ideas of plebiscites and referendums be included in new constitutional revisions. These points should become subject to open debates in order to achieve a national consensus for Constitutional Reform. During the seminar on constitutional reform, the rector of the Pontifical Catholic University Madre y Maestra revealed that a special commission had worked on a new constitutional proviso that would include the issue of recall. Several civil society organizations spoke out on Friday, the last day of the forum, pushing for new constitutional reforms. Both government and civilians participated in the debates. Voting rights for the military and the Police were also put on the table amid widely differing opinions. International participants, such as Argentinean senator Ricardo Gomez Diez, commented that the Dominican Constitution was based on reforms with no public participation in the changes.
