Even though Law 94-04 says that “when any penal action against members of the National Police is begun, the person is suspended in his functions, even if an arrest order has not been issued,” 40 of the original 60 police officers accused of illegal possession of recovered property (stolen cars and SUVs) are still on the active rolls. So 80% of the policemen accused of using cars and other vehicles that had been recovered by the Police were still on the job at the time of the trial. So far, only one, Major Gerson Matos Diaz has been suspended and is without pay. The lawyers that are prosecuting the case are adding new charges against the officers beginning on Monday. “The law is totally in effect,” said the chief of Police, Major General Manuel de Jesus Perez Sanchez in a telephone interview for El Caribe.
