United States ambassador Hans Hertell has called for a national consensus that would recognize the large dependence on Haitian labor that exists in some of the main sectors of the Dominican economy. He described the issues surrounding the Haitian migration as “very complex” and that this, in turn, means that the immigration policies of the DR needs to be very comprehensive in their understanding of the economic needs behind the foreign labor force. Hoy reports that ambassador was willing to serve as an intermediary between the two states in order to reach an immigration agreement, whenever the Dominican government requests this. Hertell recognized that there are a lot of people who are doing an “extraordinary job” of assisting the Haitian immigrants, both legal and illegal. Regarding the possibility of serving as a mediator, Hertell said that “he would serve with pleasure if the DR so requested.”
