After three months of in-fighting, firings, resignations and stagnation, the Central Electoral Board finally was able to restructure the Santiago Election Board by naming well-known television commentator Haime Thomas Frias Carela to the presidency of the board, and businessman Pedro Nicasio, first substitute. Luis Arias, the chief magistrate for the JCE, made the announcement, backed by the entire membership of the JCE. The Central Electoral Board also named Franklin Rosa and Nicolas Cantisano to the local board. As substitutes the JCE announced the designation of Alberto Hernando, Luis Hidalgo, Petrucka Smester and Ivette Ramirez
The Electoral Board also approved, in a unanimous vote, the voting rights of young Dominicans who will reach the voting age of 18 before 16 May 2006, and ordered the voter registration centers to issue them their voter registration cards.
Finally, the JCE voted to deny the use of the PRSD color scheme for the up-coming elections. The PRSD uses a red, white and blue background for their posters and fliers. The Electoral Board argued that since these were the colors of the Dominican flag, their use by a political party was not permitted.
