Once again the national press announces that PUCMM University Rector Monsignor Agripino Nunez Collado has been asked to serve as a mediator between two powerful factions: the government and the assembly of municipal governments (FEDOMU). The basic conflict stems from the government’s tardy emission of the checks which fund the municipal governments. These checks are issued by the central government. Monsignor Nunez was called upon by Fausto Ruiz, the head of the Dominican Federation of Municipalities (FEDOMU), to establish communications with the government. For his part, Monsignor Nunez has said that he will take a message from FEDOMU directly to the President. In clear language, the message explains the very serious situation that the municipalities are facing, due to the delay in the funds that they are supposed to receive. At one point during the press conference at the PUCMM campus in Santo Domingo Ruiz told reporters that “it is well known that Law 166-03 sets out a timetable that shows that the funds are to be handed over by the 25th of each month, at the latest, and we (the municipal governments) are receiving them on the 38th and 40th of each month (sic), which is to say that as of today (yesterday) we are at the 28th of the month and we have not received anything.”
