The president of the Central Electoral Board, (JCE), Luis Arias acknowledged that there is truth in the “born in original sin” commentary made by Cardinal Nicolas de Jesus Lopez Rodriguez. He recognized that most of the board’s judges were chosen not for their professional capacities but as a the result of a unilateral decision by the Partido Revolucionario Dominicano (PRD) that had the Senate majority, and was therefore legally entitled to appoint most of the judges.
