According to El Nacional, a total of 141,714 Dominicans are not allowed to leave the country, including 780 police and military personnel, either retired or currently on active service and in addition there are 111 foreigners with exit bans as they have legal cases pending.
Many of the Dominicans are not allowed to leave for a variety of reasons, including links to drug dealing, murder, fraud, forgery, traffic accidents and property conflicts.
According to El Nacional, although some of the travel restrictions date back to 1995, most were issued between 2000 and 2012 and every day the Migration Department supplies another three or four names.
However, it appears that many of the exit bans should no longer exist, as the cases have been closed, or the parties concerned have come to an agreement. On several occasions the legal authorities and the Migration Department have said they will set up a commission to look at the different cases and annul the exit ban in cases where it is no longer needed.
