RD$20 tax for 911 system

If a bill currently in the Chamber of Deputies receives a favorable report from the Permanent Interior and Police Commission, they will establish a RD$20 peso tax to be used to set up the 911 emergency calls system. The tax will be collected on all commercial, residential and cellphone accounts.

Article 13 of the proposed legislation for the Law of the National 911 Emergency System says that “it will receive transfers made by the central government, donations and any other income that comes from special laws or specific contributions.”

The Administrative Minister of the Presidency is responsible for including in his budget the line items that will be necessary for paying for the initial expenses required for the functioning and acquisition of equipment, supplies and personnel for the System.

The system will be directed by an executive director who will be appointed by the Council.

The National 911 Emergency System would coordinate its operations with 15 public institutions.

Article 10 covers the fact that prank, obscene, morbid or insulting calls to 911 will be punished with fines of between 1 and 1.5 minimum public sector salaries. The law also punishes any unauthorized use of equipment and computer programs used in the system.
