Minister of Public Works Gonzalo Castillo says that more time is needed to convince users of the Duarte Highway that money collected by the installation of a second toll on the highway will translate to improved service. “When we prove that we can give a service, that the highways are the way they should be, then the public is going to back the installation of a toll or the increase in the cost,” he said.
