Many of the beneficiaries of the announced government deal with owners of fraudulently acquired property titles in Pedernales also acquired property in Bavaro (Punta Cana) in the same way, says Senator Wilton Guerrero (Peravia-PLD). The announced government deal will legalize the irregular operations and called for the Medina government to reconsider creating the trust to pay off the property titleholders.
Guerrero, as reported in Hoy, says that Francisco Solano de los Santos, described as an accomplice of jailed drug trafficker Jose D. Figueroa Agosto, Pedro Marcelino, Victor Antonio Perez, Rafael Montilla, Milton Valerio Payano and Octavio de la Cruz would benefit from the government deal and also had titles to property in Bavaro area issued to them.
He said that Solano de los Santos has 500 tareas in Parcela 67B in Pedernales and another 1,000 in Bavaro, Marcelino has 1,500 tareas in Bahia de las Aguilas and another 1,500 in Bavaro, Perez has five lots in Bahia de las Aguilas and Montilla has four in Pedernales and four in Bavaro of 500 tareas each.
Guerrero, who as director of the Dominican Agrarian Institute in 1997 sought to annul the granting of the irregular property titles during the Balaguer administration, strongly opposes the announced Pedernales land deal.
The procedure for the irregular granting of property titles involved the Dominican Agrarian Institute ordering a farming settlement and giving property titles, the irregularity being that the lands were not appropriate for farming. The beneficiaries would then sell on the titles to buyers who wanted the land for tourism development.
