According to information provided by the Statistics Service of the Regional Heath Service, part of the Ministry of Public Health, a Haitian baby is born in the Dominican Republic every 12 minutes. In 2012 a total of 43,852 Haitians were born; 28,207 by caesarean section and 15,655 natural births.
This is estimated to cost the Dominican state around RD$580 million. Many Haitian women giving birth have been in the Dominican Republic for several years, but their children are not given birth certificates and this lack of formal registration makes it difficult to accurately establish how many illegal Haitians are living in the country.
However, according to Fritz Cineas, Haitian Ambassador in the Dominican Republic, the total is estimated at more than a million.
