Neighborhood groups that have gone all the way to prevent the completion of the Torre de Plata tower next to the Dominican Fiesta Hotel in the upscale area of Los Cacicazgos have received another court ruling in their favor. They oppose the construction on the grounds that the nine floors of the planned high-rise building already that have already been built violated zoning regulations. An earlier court ruling acknowledged that the construction was illegal, but did not order its demolition or convicted the owners of the project. Now the Court of Appeals said the judgment was contrary to the law. Earlier a court had ordered one year in prison for the promoter, Spaniard Jose Francisco Bonet Gambis. This could become a landmark case for builders that push through projects despite zoning regulations.
